I wonder if there is a need for the 2.1.3 Safety section - could its text not be an incorporated within 2.1.4 - and discard Safety? Similarly, the content of 1.6 Difficulties (so far anyway) seems as though it might be a candidate for incorporating within 2.1.4?
Also, rather than have a combined section (2.1) for both the Data Protection Policy and the Privacy Notice, I think it would be good to separate them - although this would entail a bit of thought/work.

I don't think so. 2.1.3 and 2.1.4 don't rely on the same people. Safety is independent of the data and is managed by an IT technician. Here we could even deal with building physical security and anti-intrusion alarms. 2.1.4 is about our own processing, known by a few devs, and reflection on threats and vulnerabilities has nothing to do with IT.
About "Difficulties" and 2.1.4, you are right in fact. I put out some points in the difficulties section because I think it is better to have this difficulties solved before to start writing the privacy notice. I could have called this section "Preliminaries".
For me the Privacy Notice explains what is our Data Protection Policy, so it is only one thing, not two combined things. You can change the title if you think it is not good.

As the scope for what constitutes personal data/processing data and the principles for compliance are all bit open-ended, I thought I would just see if I could graphically condense things a bit - and perhaps something like this may help people get the gist of things. Even though I have only started looking into this in the last few days myself, I think the graphic pretty much captures the essence of the principles/compliance: the common denominator for each of the items in the graphic (and all possible sub-items) is the fundamental principal of fairness/appropriateness whenever dealing with personal data.
